Arabic is what they read
Arabic is the official language of the United Arab Emirates, so a UK record used there needs Arabic text with it. That holds for a birth record, a degree, a police check or a company paper alike. The English page is not thrown away. It stays in the bundle as the source the Arabic was drawn from, and both are read together.
What consulates and ministries take
The accepted form is a certified translation with a signed certificate of accuracy, and consulates and ministries work with exactly that. An official Arabic translation in Reading is finished when the certificate is clipped on top. That page states who translated the file, from which language into which, and on what date. Without it, the Arabic is only text.
