Script is the first decision
Chinese is not one written form, and Taiwan uses the traditional characters. Choosing the script before any writing begins saves the one problem that cannot be patched afterwards: a technically perfect file in the wrong form. Look at what the receiving body has sent you and mirror it. When there is nothing to mirror, traditional is the sensible default for Taiwan.
What the stamp is doing
In many places a personal oath carries the weight; on this route the company stamp does. It marks the firm that produced the Chinese and stands behind it, and it sits beside a signed, dated statement naming the languages and the source document. A reader who wants to test the file has an identifiable author, which is exactly what certification is for.
