A file with three owners
Work backwards from the finished bundle and three distinct pieces of work show up in it. Someone issued the record. Someone wrote it out in Arabic and signed for that. Someone chose which papers were in scope at all. Knowing which of the three you are dealing with at any moment saves you asking the wrong party for the wrong thing.
What the register office stands behind
A register office answers for the entry it holds and for the copy it issues from that entry. Its work stops there. It does not write in other languages, does not sign for wording it has not produced, and takes no view on where your bundle is going. Its counter is a post box, which is why a copy is ordered rather than collected.
What the signature covers
The dated statement clipped to the Arabic makes one narrow promise: that these Arabic pages carry the same content as the sheets handed over. A certified translation for Libya lives or dies on that promise being narrow. Widen it and it would be a claim about your circumstances, which no translator is placed to make and none should be asked to.

Your own share of the work is the part with the numbers on it. Each page is £25, so the scope you set is the bill you get. Standard writing runs 3–5 business days from a clear image, and 48 hours on the express route. Both of those choices are yours, and neither of the other two hands can make them for you.
