Where Thailand stands today
Thailand has acceded to the Hague Apostille Convention, and the entry into force is set for 28 February 2027. That gap is the whole story of this page. Until the day arrives, a Genoa paper bound for Bangkok carries two stamps rather than one, and the second of them is a consular stamp.
Read that as a planning problem more than a legal one. The Italian half of the work does not change on the date; only the last stop does. The record you prepare this year is the same record, and it is the ending that is different.
The Genoa to Thailand route step by step
Take the paper to the desk that owns it. A birth record, a police record or a school transcript belongs to the Prefettura, the state's provincial office. A deed signed before a notary, or a judgment from a court, belongs to the Procura della Repubblica, the prosecutor's office attached to the courthouse. Each puts on its own legalisation stamp and takes the €16 tax stamp.
After that the bundle travels to Thailand's mission in Italy, and it comes back with the consular stamp on it. That last stamp is what a receiving desk in Bangkok looks for today. It is also the reason an apostille from Italy to Thailand does not yet close the file on its own.
Fees, papers and how long it takes
Italy charges €16 per document as a tax stamp, and some kinds of paper are exempt. The mission sets its own fee on top, so plan for an official fee at that stage as well. Counting is per paper and not per person, so a couple moving with three records between them pays the stamp three times over.
Timings move with the season and with the desk, so no single number holds for every file. Order is what you can fix: the Italian stamp first, the consular stamp second, and the whole batch of papers sent in one go rather than trickling in over a month or two.
What changes on 28 February 2027
From 28 February 2027 the consular stop drops out and one certificate does all of the work. The apostille requirements for Thailand will then be the Italian ones you already know: the right desk for the kind of paper, a signature that desk can match, and the tax stamp. After that the file stops travelling once Italy has signed it.
