Apostille vs. Embassy legalisation for Vietnam
Both routes answer the same question: can the office at the far end trust this signature? Consular legalisation answers it twice, once by an Italian authority and once by the destination's mission here. The Convention answers it once, with a certificate every member reads. Vietnam is not yet reading it, so an apostille for Vietnam has to be paired with the consular stamp for the time being.
Vietnam's Hague status and what it means

A €16 tax stamp is fixed to each document at that stage, unless the record is exempt. Vietnam's embassy or consulate in Italy then adds the consular stamp, and only a bundle carrying that stamp is complete for use before the switch.
Cost and timing for this route
The Italian charge is small and known; the consular charge is the mission's own and an official fee applies. Time behaves less predictably. Bologna sits on a fast rail line, which helps a courier but does nothing for a consular queue, and that queue is where the calendar is decided. A file that must land in Vietnam before the switch date needs to leave the issuing office with weeks to spare, not days.
What Vietnam expects to see
Vietnamese offices read Vietnamese, so where the receiving body works in that language the sworn translation belongs inside the bundle from the start. Degrees, transcripts and company papers are the usual traffic out of Bologna, and each is signed by a body whose signature the Prefettura or Procura already holds on file. Beyond language, the apostille requirements for Vietnam are the ordinary ones: a genuine original, an intact document, and the stamps applied in the right order.
