A price per sheet, for a narrow promise
The British charge is attached to a page, not to a job. Send one sheet and you pay once; send four and you pay four times, whether they arrive in one envelope or four. What the money buys each time is the same small promise: the signature at the foot of that page is genuine and the person who wrote it held the post given beside it.
Read that promise carefully, because much of what people expect from the charge is not in it. Nothing is said about the contents of your page. Nothing is put into another language. Nothing is passed on to any office abroad. The £45 standard rate, or the £40 next-day rate open to registered businesses, ends where those questions begin.
The point where British money stops working
Togo has not joined the Hague Apostille Convention, which means the British stage cannot be the last one. A second office, staffed by people acting for Togo in Britain, has to put its own mark on the bundle before it counts on arrival. That office sets its own terms, and no fee paid in Milton Keynes reaches across to it.
Choosing what to mark, before anything is posted
Because both stages charge per page, an over-full bundle costs twice over. The habit that wastes the most money is sending everything in the folder in the hope that one item lands — a birth record, an old degree, a bank letter and a marriage certificate, when the person who asked wanted only the last of those. Pare the pile down first.
Cardiff Register Office at City Hall, Cathays Park is the place to start for civil records, since a certified copy from there is ready for the British stage as printed. Ordering copies you will not use is the same waste in a different order, so bring the list with you rather than deciding at the counter.
One office, by post, for the whole country
The FCDO Legalisation Office in Milton Keynes handles this stage for every city in Britain and does it entirely through the post. There is no counter in Cardiff, nothing to book and nobody to see, which makes the British half the predictable one: a fixed price, a known address and a sheet coming back marked. The variable half is everything after it.
