Cambodia has not joined the Hague Apostille Convention, so a single British mark does not settle a paper used there. Documents heading that way need embassy or consular legalisation instead, and that is a chain of acts rather than one act. It helps to picture what is really happening. Nobody along the road certifies you, your history, or the truth of an entry. Each body looks at one sheet, records something about it, and fastens its own paper to that. What a restart costs

The British charge is £45 / document by standard post, or £40 / document next-day where the sender is a registered business, and an official charge follows at the consular desk. All of it is met per sheet. A restart is therefore not a discount on the second attempt. It is the same road, at the same price, from the same starting line.
